He was born April 18, 1930 in the Town of Eagle Point to Floretta (Richardson) and George E. Popple. He was raised in the Town of Eagle Point and graduated from Chippewa Falls High School in 1948. He then served in the U.S. Air Force during the Korean War and was stationed in Korea and Japan. After being honorably discharged, he was employed in road construction and was an over the road truck driver.

Porter married Valita Cutsforth on February 13, 1971. After their marriage they worked at the Sunburst Juvenile Home in Neillsville and then moved to Jim Falls where he was a truck driver for Holman Transport and was the Town of Anson Constable. He then served as Chippewa County Undersheriff for six years under Sheriff Wes Pederson. Porter and Valita managed apartments in Elk Mound, Colfax, Menomonie, Ladysmith and Chippewa Falls and were foster parents to several children. Porter was a great baseball fan, especially active with the Jim Falls Sturgeon baseball team and served on the Chippewa Valley Baseball Assoc. Board of Directors. He was a member of the Big Brother Program and a volunteer driver for the veterans.
